Round the Bend? Oregon telco claims LTE launch

Regional US telco BendBroadband has announced that that its Long Term Evolution (LTE) network has gone live in Central Oregon, superseding its existing HSPA+ infrastructure, which is now set to be mothballed in June. Customers willing to take out a twelve-month LTE subscription before 31 May will be offered a free LTE router by Bend, which promises download speeds of at least 12Mbps

FTC gets green light to move against Digicel merger

3G licensing draft approved by regulator’s committee; 4G trials okayed

A committee of the National Broadcasting and Telecommunications Commission (NBTC) yesterday approved Thailand’s draft licence auction framework for the 2100MHz 3G mobile frequency band, reports the Bangkok Post. Under the draft, the regulator will divide available 2100MHz bandwidth into nine 5MHz blocks, scrapping an earlier framework based on the ‘N-1’ model which would have made available a number of licences equal to the number of bidders minus one. The NBTC said the removal of this condition is aimed at promoting a level playing field under the Frequency Allocation Act.

ST’s revenues fall 3.5%

Slovak Telekom (ST) has reported that in the first quarter of 2012 its consolidated revenues fell by 3.5% year-on-year to EUR206.2 million (USD267.0 million), which it blamed on regulatory factors and a highly competitive, mature telecoms market. Group EBITDA was down 8.8% at EUR86.1 million, while the group’s total mobile customers decreased by 2.1% in twelve months to 2.31 million at 31 March 2012, with post-paid subscribers falling by 0.5% to 1.45 million, although smartphone penetration continued to climb to reach 75% of ST’s total mobile user base

Supreme Court denies AZ 3G licence petition

The Supreme Court of the Philippines has turned down an application from would-be 3G mobile operator AZ Communications Network, seeking to overturn the Court of Appeal’s decision (which had itself upheld the regulator’s previous ruling in 2005), to deny its bid for a mobile licence. The BusinessMirror newspaper writes that in a one-page filing issued by the third division of the high tribunal, the Supreme Court ruled that the Court of Appeals was correct in upholding the orders of the National Telecommunications Commission (NTC) denying AZ’s application for the issuance of a certificate of public convenience and necessity (CPCN). ‘The Court hereby resolves to deny the petition … as [AZ] did not meet the qualifications established in NTC memorandum circular No.

Conatel launches 1800MHz, 1900MHz licence tender

Venezuela’s National Telecommunications Commission (Conatel) has issued an invitation to participate in an upcoming tender for three blocks of mobile spectrum within the IMT band 1710MHz-2170MHz, with the aim of improving access to mobile telephony services and broadband wireless networks. Three nationwide licences will be up for grabs, including a total frequency allocation of 70MHz, divided into blocks as follows:*Block D-D: 1930MHz-1940MHz paired with 1850MHz-1860MHz (2x10MHz);*Block E-E: 1945MHz-1955MHz paired with 1865MHz-1875MHz (2x10MHz);*Block F-F: 1810MHz-1825MHz paired with 1715MHz-1730MHz (2x15MHz).*The regulator also set the base price for 1MHz of spectrum at VEF803,000 (USD187,000) per year.

Leo takeover gets conditional approval from comptroller

The Namibia Competition Commission (NaCC) has issued a decision approving Telecom Namibia’s proposed takeover of cellular operator Powercom (trading as Leo) provided the buyer meets certain conditions aimed at ensuring fair competition in the market. The NaCC stipulated that the shareholding structure of Telecom Namibia and the country’s mobile market leader Mobile Telecommunications (MTC) must be ‘separate and independent’ within two years (by 24 April 2014). The state investment holding company Namibia Post and Telecommunications Holdings (NPTH) currently owns 100% of Telecom Namibia and a 66% stake in MTC, which is part-owned by Portugal Telecom; if the takeover of Leo goes ahead with existing ownership structures, the government will effectively control the entire mobile sector, in which Telecom is currently the third, and smallest, player.

NetAmerica launches new programme to drive 700MHz LTE deployments

NetAmerica Alliance, the association of rural operators which formed last year to give smaller companies the economies of scale needed to roll out Long Term Evolution (LTE) networks within their respective operational footprints, has announced that it has launched a new programme to help mobile carriers that purchased 700MHz spectrum in the Federal Communications Commission’s (FCC’s) Auction 73 to meet build-out requirements; the terms associated with these licences mandate that carriers which acquired spectrum in the lower 700MHz band provide wireless service coverage in 35% of the licence’s geographic area by June 2013. The programme allows 700MHz licence holders to join the Alliance as a so-called ‘Affiliate Members’, which NetAmerica says allows participating companies ‘to meet today’s demand for build-out with full confidence that they are not compromising the future of their networks, the future of their customers, or eliminating themselves from a migration to high-value, revenue generating applications’. However, it is unclear how an Affiliate Member’s status differs from that of a full member.

EC threatens Greece over OTE golden share
