TRAI calls for DoT to reject industry protests and stand by recommendations

Despite mounting opposition from operators and diplomats, the Telecoms Regulatory Authority of India (TRAI) has stood by its controversial recommendations to raise the reserve price for spectrum. According to the Hindustan Times, the TRAI in a ‘strongly worded’ letter requested that the Department of Telecommunications (DoT) support the TRAI’s proposals and reject demands from industry players. Defending the price hike, the TRAI said that the recommended cost levels would ensure that the government got the full value of the spectrum without compromising the industry’s profitability or adversely effecting costs to end users

CMT begins public consultation on MVNO legislation update

Spain’s Comision del Mercado de las Telecomunicacinoes (CMT) has announced the launch of a public consultation examining proposals for the future regulation of the country’s mobile virtual network operator (MVNO) sector. The regulator notes that it is aiming to adapt existing regulations to take into account conditions applied to spectrum that were issued by the Ministerio de Industria, Energia y Turismo (Minetur) in mid-2011.

Brazil’s cellcos to mount legal challenge to Anatel’s 4G auction plan

Four leading Brazilian mobile operators are said to be planning to mount a legal challenge to the regulator Anatel’s plan to hold an auction of 4G wireless licences in June this year. The four – Telefonica of Spain’s Vivo Participacoes, Telecom Italia-backed TIM Brasil, locally owned Telemar Norte Leste (Oi) and America Movil’s local Claro unit – filed separate petitions last Thursday, an Anatel spokesman is quoted as saying

Subtel receives three proposals for LTE, Entel comes out on top

Chilean telecoms regulator the Sub-Secretaria de Telecomunicaciones (Subtel) has received proposals from Movistar, Claro and Entel, applying for the three 2.6GHz Long Term Evolution (LTE) concessions on offer. Subtel awarded scores to each of the proposals, based on quality standards for services, coverage within homes and buildings, infrastructure sharing that favours the entry of mobile virtual network operators (MVNOs) and network usage by third parties. The allocation of points rewarded shorter deployment times and favoured deployment in the regions that ensures internet service in the 560 rural communities that currently have no connectivity

Nextel aims to carve out 5%-12% of market by 2017

In the wake of the full commercial launch of its W-CDMA network, Nextel Chile has said it is looking to secure a market share of 5%-12% in the next five years, reports BNAmericas. The US-backed cellco began trialling its network in October 2011, and launched mobile broadband services the following March, only adding voice services this week. As noted in TeleGeography’s GlobalComms Database, Nextel was awarded 60MHz of spectrum in the 1700MHz and 2100MHz bands in September 2009, and has invested USD300 million in rolling out its infrastructure.

Telenor posts Q1 loss in wake of India impairment charge

Norwegian telco Telenor has posted a net loss of NOK390 million (USD67.3 million) for the first quarter of 2012 after booking a massive NOK3.9 billion impairment charge on its Indian operations. The move follows the decision of the country’s Supreme Court earlier in the year to cancel 122 telecoms licences on the grounds that their allocation had been ‘totally arbitrary and unconstitutional’.

KPN Mobile launches LTE in Utrecht and The Hague

KPN Mobile The Netherlands has announced plans to launch a 4G Long Term Evolution (LTE) service for business users from 11 May. The announcement comes hard on the heels of rival operator Ziggo’s announcement yesterday that it has launched its own 4G network – again targeting businesses – using its spectrum in the 2600MHz band, in the cities of Breda, Zwolle and Oss

AlaskaComm delays LTE launch to year-end; Verizon now breathing down its neck

According to DailyFinance.com, Alaska Communications (AlaskaComm) has delayed the prospective launch date of its in-deployment Long Term Evolution (LTE) network from this month until ‘the later part of the year’. The admission coincides with reports that the carrier started to sell Apple’s popular iPhone last month, a device which can only connect to 3G networks at present. Previously, in June 2011 AlaskaComm said that it would spend around USD20 million on the deployment of LTE services in the state, making it the first operator to offer 4G in Alaska

Conatel launches 1800MHz, 1900MHz licence tender

Venezuela’s National Telecommunications Commission (Conatel) has issued an invitation to participate in an upcoming tender for three blocks of mobile spectrum within the IMT band 1710MHz-2170MHz, with the aim of improving access to mobile telephony services and broadband wireless networks. Three nationwide licences will be up for grabs, including a total frequency allocation of 70MHz, divided into blocks as follows:*Block D-D: 1930MHz-1940MHz paired with 1850MHz-1860MHz (2x10MHz);*Block E-E: 1945MHz-1955MHz paired with 1865MHz-1875MHz (2x10MHz);*Block F-F: 1810MHz-1825MHz paired with 1715MHz-1730MHz (2x15MHz).*The regulator also set the base price for 1MHz of spectrum at VEF803,000 (USD187,000) per year.
